Decision states

Progress is not the same as continuing.

A stage can finish with approval, revision, or a stop. Stopping a weak route early is a valid project result when the evidence changed the commercial case.

Approve

The gate evidence is sufficient for the next controlled commitment.

Revise

The route remains credible, but a specification, assumption, supplier path or commercial frame must change.

Stop

The current case does not justify more capital or execution work. The decision record is retained.
